CTABC Strategic Plan:
 
Background:
 
On March 7, 2008, CTABC staff, the Board of CTABC, Liaisons, the former Executive Director of CTABC, a representative for Educational Assistants and an SCSBC representative, met to:
·         Review the results of the Surveys sent out to member schools in early January 2008.
·         Gather input for developing a Strategic Plan for CTABC and in particular to clarify the Mission and Vision of CTABC
·         Set Goals for the Organization for the next 5 to 10 years.
                                
Strategic Planning Process (SPP): 
 
The Board of Directors approved the SPP concept and an implementation schedule in September 10 and November 9, 2007. The questionnaire was approved on December 13, 2007 and the Executive Director given the “green light” to empower the Liaisons and Membership to give input. Over 160 surveys were received by the office and these were collated and re-worked into a readable package by Sheila Burkinshaw. The survey package will be available on the CTABC website in PDT format for perusal.
 
The March 7, 2008 meeting was a pivotal moment for the Strategic Planning Process in that member teachers and support staff from around the Province had the opportunity to communicate face to face about matters that each felt would serve the teaching profession and community in their respective schools.  An agenda had been prepared in advance and a document attached that provided leading questions of the categories used in the Strategic Planning Questionnaire (SPQ). Input from minutes of a previous Liaison-Board meeting in 2006 was used as well in preparing for documents.
 
The follow up to the March 7, 2008 meeting had the Executive Director write the first draft of a Strategic Planning Report. This draft was issued to the Board for ongoing discussion and input. Key stakeholders (eg CTABC Committees and SCSBC staff) had a chance to give input. The document, in its current form, will be available from June 6 to December 1, 2008 to CTABC members and other stake holders such as the Society of Christian Schools, the Christian Principal Association of BC as well as International network partners such as CSI, ACSI, and National Partners, the Ontario Christian Teachers Association and the Christian Educators Association from the Prairie Provinces. At the January 2009 meeting, the Board of Directors will adopt the Strategic Plan and prepare the necessary changes to the Constitution and By-laws if that is warranted for the October 2009 AGM.

Format of the Strategic Planning Document:
 
The document draws information and input from the Strategic Planning Questionnaire (SPQ) and the input from the March 7 Vision setting meeting (VSM). Each section will be followed by a number of goals.
 
The SPQ data rates the CTABC work using the rating scale where 1 is a low rating, 5 a high approval rating and “U” means “unable to respond.” A “U” is viewed as a significant response because it indicates CTABC may not be communicating well in the area defined. Responses in the “1-2-3” category require scrutiny as there may be a problem.  A response of “4-5” will be interpreted as an affirmation of work being done.
 
The document is written from the assumption that Mission, Vision and Core values provide the guiding framework. Out of this framework the Board with assistance of the Executive Director will develop new policies and affirm those policies and practices that are working well. Administration will operate within the limits set by policy and practice with the understanding that there may be new opportunities to serve within the scope offered by the mission and vision of the organization. 
 
Each section will provide the context for the work of CTABC and identify goals that need to be met with-in one, two, five and ten year targets.
 
Mission, Vision and Core Values:
 
If “mission” is defined as a “concise statement that captures the essence of the organization,” then the current “Purpose statement” in the Constitution is close to being a Mission statement. It reads, “The purpose of the CTABC is to promote and improve Christian Education in general; and to promote and maintain high standards of professional training among its teachers.”     In the SPQ, seventy four percent felt positive about this description of the purpose of CTABC.
 
When “vision” is defined as a “reasonably concise statement that provides a framework for action” then the current vision statement confuses matters somewhat by blending action with core values. However, the SPQ, although demonstrating slightly less support for this area, still gives it a reasonable endorsement.
 
Core values are “those assumptions the organization makes that are based on a Biblical World-view.” Some of these core values are explicitly and implicitly laid out in the Constitution and the By-laws. The current vision statement references some fundamental core values.
 
The SPQ is clear (55 percent) in asserting that the “over-all effectiveness of CTABC in communicating the purpose, vision and goals” needs some work.
 
Input from the Vision Setting Meeting (VSM) clearly felt the time has come to redefine the mission, vision and core values of the organization. These can be found on the "Home page."
